Lois Harwood
Lois Harwood s’est jointe à Pêches et Océans Canada (MPO) à Inuvik (T.N.-O.) au printemps 1992, et vit et travaille dans l’Arctique depuis plus de 30 ans. Installée dans le Nord, elle occupait une situation géographique idéale pour travailler en étroite collaboration avec les pêcheurs autochtones et les comités de cogestion des revendications territoriales tout au long de sa carrière. Le respect mutuel ainsi que la prise en compte et l’inclusion des perspectives autochtones par des moyens pertinents étaient ancrés au cœur de sa prestation de services pendant ces décennies.
Elle a coordonné et dirigé toute une gamme de programmes sur les poissons et les mammifères marins, notamment des inventaires écologiques, des bases de référence, des évaluations des stocks, la surveillance de la récolte et l’atténuation des répercussions de l’industrie. Son travail a toujours nécessité la collaboration de partenaires autochtones et, dans certains cas, d’exploitants de l’industrie pétrolière et gazière (y compris l’industrie des levés sismiques), d’organismes de réglementation et d’autres chercheurs, à l’échelle régionale, nationale et internationale. Son rôle principal consistait à encadrer la conception scientifique, l’analyse et la présentation de rapports sur de nombreuses réalisations locales dans divers habitats en milieu marin et en eau douce. Les projets réalisés avec des partenaires autochtones ont été menés à bien à de multiples niveaux trophiques, dans de nombreux habitats, sur plusieurs saisons et années. Par ailleurs, bon nombre de ceux-ci étaient liés à des projets d’aménagement et à des évaluations (p. ex. la route Inuvik-Tuk, le port de Tuk et le levé sismique de Beaufort).
En août 2016, elle a été conférencière lors du voyage inaugural du Crystal Serenity à travers le passage du Nord-Ouest. En août 2019, elle a accepté une affectation dans la région de l’Arctique du MPO pour aider à établir un cadre visant à officialiser la collecte, la synthèse et l’application des connaissances autochtones dans les programmes de recherche et de gestion du MPO. Mme Harwood est également membre intérimaire du Comité mixte de gestion de la pêche (CMGP), établi conformément à la Convention définitive des Inuvialuit, et du comité de rédaction de l’Institut arctique de l’Amérique du Nord.
Recherche et / ou projets en cours
Le travail de Mme Harwood était axé sur l’écologie des mammifères marins, des poissons d’eau douce et des poissons anadromes. Elle a conçu, coordonné et publié plusieurs projets de surveillance à long terme dont le but principal était d’évaluer l’état, les tendances et l’état corporel des bélugas, des phoques annelés et de l’omble chevalier. Elle a également joué un rôle déterminant dans la formation et les réalisations de cinq groupes de travail communautaires portant sur des sujets précis, qui sont tous restés actifs pendant plus de 20 ans. Ses principales recherches scientifiques sur le terrain ont porté sur la réalisation de relevés aériens et d’études de marquage par satellite des baleines boréales et des phoques annelés afin de documenter leur répartition, leur aire de répartition et leur comportement. Elle a publié plus de 90 articles de recherche en plus de diriger régulièrement des examens par les pairs pour un ensemble de revues scientifiques de niveau national et international et pour le gouvernement américain.
